Many builders make excuses or simply ignore new homeowners complaints. In California, a claim can be brought against the builder without the need for a formal lawsuit.

You can negotiate with that contractor, you can obtain a bond against the lien, or you can file a lawsuit to remove the lien if improper.
You have 3 years from when you first notice a problem and overall you have 10 years from when the pool was completed.
